REACHAbout statuses of the METALLOINVEST products in REACH The European Confederation of Iron and Steel Industries (EUROFER) has prepared and distributed a document «EUROFER Position Paper determining the borderline between preparations and articles for steel and steel products» (hereinafter – the EUROFER Position Paper). This document is supported by the global steel industry. The EUROFER Position Paper describes the main steel process stages and the respective statuses of the different metallurgical products in accordance with the REACH definitions and requirements. The EUROFER Position Paper meets the requirements of «ECHA Guidance on requirements for substances in articles», as evidenced by the ECHA letter dated September, 02, 2009. EUROFER recommends to use the EUROFER Position Paper and the ECHA letter dated September, 02, 2009 in communication with EU Member State REACH Helpdesks and Inspection Authorities. In accordance with the EUROFER Position Paper and the ECHA recommendation, the main METALLOINVEST products are classified as follows:
February, 2010 The meeting of the Steering Committee and the 2nd meeting of the Assembly of the IRON PLATFORM were held on 03-04, February, 2010 in Brussels (Belgium). The representatives of International Pig Iron Association, EUROFER, ArcelorMittal, Rio Tinto, METALLOINVEST, Corus, Lanxess and Vale were the main participants of the meetings. The following questions have been discussed: ArcelorMittal REACH OR has been approved as the Lead Registrant of the «Iron, Furnace» substance (covers pig iron and the metallized products) and Corus Staal BV has been approved as the Lead Registrant of the «Iron ores, agglomerates» substance (covers iron-ore pellets). The METALLOINVEST representative (Yuri Mishin) has been re-elected to the Steering Committee of the IRON PLATFORM.
June, 2009 The REACH implementation is accompanied by the imposition of mechanisms of strict control of conformity to this legislation by national REACH authorities in the EU member states. Initial verification of compliance with the REACH legislation is initiated and ongoing in the EU member states. A request from the Department of Labour Inspection of Cyprus which is the Cyprus competent authority for the REACH implementation has been received by our Only Representative, METALLOINVEST HOLDING (CYPRUS) LIMITED. This request inter alia deals with confirmation of the status of Only Representative as well as the duly pre-registration of the METALLOINVEST products in 2008. 02-03 June 2009, METALLOINVEST successfully passed the initial verification after submitting of all necessary information to the Department of Labour Inspection of Cyprus.
30.10.2008 METALLOINVEST Holding completed pre-registration of chemical substances in iron-ore and metallurgical products supplied to European Economic Area (EEA). According to Regulation (EC) № 1907/2006 (REACH) the REACH Only Representative has been appointed in order to represent the interests of Lebedinsky GOK, Mikhailovsky GOK, Ural Steel and OEMK. Currently, European customers and consumers of the Holding’s products are being informed about the Only Representative appointment via special notices. The final list and identifications of substances for pre-registration have been prepared on the basis of results of consultations with Russian and foreign manufacturers of similar products, leading consulting agencies and specialized organizations. The pre-registration data has been entered on-line via the REACH-IT portal on the ECHA website. Four individual accounts have been created within REACH-IT and used for submission of the pre-registration data regarding products of Lebedinsky GOK, Mikhailovsky GOK, Ural Steel and OEMK. All pre-registration data has been successfully submitted. Information regarding each pre-registered chemical substance can be found in the concerned preliminary Substance Information Exchange Forum (Pre-SIEF) established within REACH-IT. METALLOINVEST is continuing consultations regarding the fulfillment of REACH-related obligations by Lebedinsky GOK, Mikhailovsky GOK, Ural Steel and OEMK. The preparation to the next stage of REACH – the final Registration - has been initiated in order to register certain chemical substances by November 30, 2010. The Data Gap Analysis regarding iron-substances has been started by specialists of METALLOINVEST together with representatives of leading foreign companies within Iron Platform Consortium. It is proposed to gather the current available information concerning iron-substances and to form data-bases which could be used in the further joint work on preparation of technical dossiers files and chemical safety reports.
01.10.2008 METALLOINVEST Holding finishes preparation for pre-registration of chemical substances in products supplied to European Economic Area (EEA). REACH working groups have been created within each mill (Lebedinsky GOK, Mikhailovsky GOK, Ural Steel, OEMK) and in METALLOINVEST Management Company. As of 01 October 2008 the following measures have been undertaken: - Analysis and identifications of range and volumes of products supplied by METALLOINVEST Holding to the European market; Consultations with Iron Platform, Russian and foreign companies are continuing in order to make the final decisions regarding chemical substances. Pre-registration is planned to be finalized by 01 November 2008.
The statement from «Metalloinvest Management Company» with regard to the of requirements of the Regulation (EC) No 1907/2006 of the European Parliament and of the Council The Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) came into effect on the 1st June 2007. The enterprises that make up «Metalloinvest Holding Company» (JSC «Lebedinsky GOK» JSC «Mikhailovsky GOK» JSC «Ural Steel» JSC «OEMK») intend to meet all their engagements linked to REACH requirements. Namely, the Holding’s enterprises are planning to pass the pre-registration procedures in order to register chemical substances included in their production exported into the European Economic Area (EEA) Currently Metalloinvest conducts consultations with its entreprises’ consumers and suppliers as well as with specialized organizations and other interested parties on issues linked to the compliance with REACH requirements.
